Scott Chambers
Founding Partner
President & CCO
Ph.D.
Scott Chambers
Founding Partner of the Headwater Investments team.
Scott was first an academic. He earned a Ph.D. from UC Davis and eventually moved to McMinnville to become a Professor of Finance at Linfield College. Scott focused his efforts on teaching and mentoring students. In fact, three of our employees, Tommy, Ginger, and CB, all had Scott as a professor. Outside of the classroom, Scott focused his research on investment management for endowments and foundations. He traveled around the country and the world speaking at conferences and sharing his knowledge. Scott also spent a short time as Linfield College's Interim Vice-President for Finance and Administration, managing their endowment. He has been asked to consult with some of the largest nonprofit organizations in Oregon.
Scott adapted his ideas surrounding endowments and foundations into a new passion, helping people save for and live well in retirement. Through his experience helping hundreds of clients, he has a vast knowledge base on which we draw.
As Headwater Investments grew, Scott decided to leave his teaching position at the college but still gives back by sitting on their board of trustees. Scott’s expertise is sought out in many places as he acts a Director at First Federal Savings and Loan, is an active Rotarian, and is asked to advise many non-profit boards.
Scott rarely drives into work, so you might see him zooming around town on his bike or walking. Scott loves traveling with his wife Susan, enjoying their empty-nest-house, and cherishing time spent with their adult sons, especially when floating down a river. They also enjoy loading up their Airstream to explore the Northwest.

Thomas Sherwood
Managing Partner & Portfolio Manager
MBA, CFP®
Thomas Sherwood
Member of the Headwater Investment Team since November 2011.
Tommy is always looking for ways to help our clients and better our business. His primary responsibilities are to have eyes on accounts as the portfolio manager. He executes trades, leads our investment strategy, and collaborates on developing firm strategy. He uses skills learned at Linfield as a double major in Economics and Finance and a student of Scott.
He is our most ‘lettered’ employee earning his Certified Financial Planner™ (CFP®) designation, an MBA from University of Oregon Executive program, a Chartered Retirement Planning Counselor℠ (CRPC®), and a Chartered Retirement Planning Specialist℠ (CRPS®) designation from the College of Financial Planning. He uses all of this knowledge to help our clients navigate the tricky decisions surrounding retirement and estate planning.
Outside of the office, Tommy uses his financial expertise to impact his local community. He acts as Treasurer of the McMinnville Noon Rotary Club and serves on the City of Sherwood Budget Committee. He has completed Leadership Programs for both the Newberg and McMinnville Area Chambers of Commerce. He also enjoys working with small businesses and start-ups as an advisor and mentor.
Tommy loves to be at home with his family. Charlie James joined the Sherwood family in December 2017, and he keeps Tommy and his wife Rose plenty busy. They enjoy taking family walks, biking together, and trying out new recipes in the kitchen. When not with his family or at his trading station, you can probably find Tommy on the back nine of a local golf course.
Certified Financial Planner Board of Standards Inc. owns the certification marks CFP®, CERTIFIED FINANCIAL PLANNER™ and federally registered CFP (with flame design) in the U.S., which it awards to individuals who successfully complete CFP Board’s initial and ongoing certification requirements.

CB’s role at Headwater Investments allows her to meld her passions to create and organize. She manages the web-based and traditional marketing efforts, coordinates client engagement, and handles office administration.
After CB earned her BS in International Business from Linfield College, she held various roles at adidas in Portland, Oregon, in the Global Footwear Logistic and Apparel Marketing groups, including Product Line Manager, Merchandise Manager, and Operations Manager. These organizational and marketing skills have proven useful at Headwater Investments.
She stays active in the community as a group fitness instructor, a volunteer in the schools, and a mentor to Linfield students. Their oldest is attending the University of Puget Sound in Tacoma. With their new "extra" time, CB & Jeff like to make puzzles, work in their yard, and plan for future travel.

Virginia Teller

Virginia Teller
Member of the Headwater Investment Team since July 2009.
After earning her BS in Accounting from Linfield College, Ginger joined the Oregon Secretary of State Audits Division in Salem, Oregon. As a governmental auditor, Ginger reviewed financial operations, computer systems, and agency programs for effective internal controls and compliance with laws, regulations, and guiding principles.
Ginger is all about her family. She left the State to be available as a mom and brought her excellent skills to McMinnville and Headwater Investments. She coordinates compliance measures, handles the bookkeeping, and executes our internal auditing processes. She is an integral part of the team, and always has a smile when helping our clients.
Ginger also embraces our culture of giving back to our community. Ginger applies her skills as a church treasurer and teaching one class of Algebra at Veritas School. Previously, she has served as the Treasurer for McMinnville Young Life and a volunteer leader in both Newberg and McMinnville area Women’s Bible Study Groups.
As you can probably guess when not at work or volunteering, you can find Ginger at home with her three sons and husband. They have a generous spirit and open their home to family, friends, and young people in need of mentoring. In her quiet moments, Ginger enjoys scrapbooking, sewing, and reading.
